"An example is a zoning district that allows assembly halls but not churches. There is no question that an assembly hall is a secular assembly use and a church is a religious assembly use," said Roman Storzer, a lawyer in Washington, D.C. who is considered an RLUIPA expert. "Courts have said such codes violate RLUIPA and allow the churches to locate there."
